No, the dismissal clearly says "with prejudice and without costs."
He's being a politician, saying what is convenient rather than what is true. Both sides are doing that. Anuzis is being just as dishonest when he says the DNC caved in because they were afraid of having to pay costs in the case.
Of course he does, he's on the other team from you. But if it's engaging in political spin that makes you sick, you should be saying the same about Anuzis. But I'm not holding my breath for that.
