    Consumer confidence, rabies All this bad news can't be good for investors.
      Also, my mom works at a dog grooming place and they don't deal with dogs that don't have rabies  shots. She said people would be shocked if they know how many dogs they have to turn away because they are not  vaccinated.

    Perceived as not important Because people don't often know anybody who's lost a pet or been bitten by a rabid animal, or hasn't been caught by authorities about non-licensing, they perceive this as an opportunity to save money.

    Domestic animals and Rabies Actually the most likely domestic animal to get rabies is a cat. Then cows and horses-- not dogs. Yet there is no mandate to vaccinate these animals for rabies, only dogs. Hell the counties could easily cover costs by forcing rabies vaccines for other domestic animals and license them. But the feline lobby won't let it happen.
