Then cows and horses-- not dogs. Yet there is no mandate to vaccinate these animals for rabies, only dogs. Hell the counties could easily cover costs by forcing rabies vaccines for other domestic animals and license them. But the feline lobby won't let it happen.&lt;/p&gt;</description><dc:creator xmlns:dc="http://purl.org/dc/elements/1.1/">Todd A.
